Visitation

Onsite Video Visitation Center

• Onsite Video Visitation Center Location:500 E. Adams St., Jacksonville, FL 32202 (enter on the Westside of the Pretrial Detention Facility, same entrance for 1st Appearance court)

Inmate workers will not be allowed visitation during their assigned work hours. Juveniles will not be allowed visitation during school hours.

AdditionalInformation

During video visitation, visitors must be appropriately attired. Unacceptable clothing includes, but is not limited to, transparent clothing, tight clothing without proper undergarments, costumes, or clothing that disguises the identity, clothing that reveals the buttocks, breasts, back or stomach as determined by staff. Absolutely no nudity is allowed. Visitors are not allowed to record, live stream, or rebroadcast the visit on any platform. If at any time, it is discovered that a violation of these conditions has occurred, the visit will be terminated. The inmate and visitor may be subject to a suspension, of up to one year, from participating in video visitation.

Reasons that would cause video visitations to be immediately terminated and suspended include, but are not limited to the following:

Repeated offenses will result in a sevenday suspension for the visitor, if:

• Operating or sitting in a motor vehicle, moving or not, no matter if a passenger
• Poor visibility
• Face not visible on camera
• Children not fully clothed

1st Offense - 15 days, 2nd - 45 days, 3rd – 1 year suspension for the visitor, if:

• Display of any secondary cellular phone, tablet, or PC
• Broadcasting television, music, or web-based platforms
• A display of large amounts of cash, drugs, knives, guns, or any other weapons

1st Offense - 30 days, 2nd - 90 days, 3rd – 1 year suspension for the visitor, if:

• Visitors knowingly communicating with an inmate who is using another inmate’s account
• Visitors performing sexual acts or gestures, on or off screen, without nudity

1st Offense - 90 days, 2nd - 120 days, 3rd – 1 year suspension for the visitor, if:

• Nudity, with or without sexual acts

1^st Offense - 1 year suspension for the visitor, if:

• Visitor taking pictures (screenshots), recording, live streaming, or rebroadcasting the visit on any platform
• Visitor utilizing multiple accounts
• Visitor recorded allowing inmates to participate in a three-way visit

Visitors who receive and serve a year suspension will be required to request, in writing to the Technology & Compliance Unit, that their video visitation be reinstated.

Reasons that would cause video visitations to be immediately terminated, a four-day temporary suspension of visitation, and cause the inmate to be subject to disciplinary action include, but are not limited to the following:

• Not being fully dressed
• Using a towel, sheet, or blanket to conceal the tablet
• Face not visible on camera
• More than one inmate in a single visit
• Allowing other inmates to use their account to communicate
• Knowingly using another inmate's account to communicate
• Nudity
• Actively coercing the visitor to violate any of the rules

If your visit stops unexpectedly, more than likely you or your visitor(s) have violated the video visitation rules. This is the only warning. Please follow the rules. The Jacksonville Sheriff's Office Department of Corrections does not want to suspend anyone’s account unless it is necessary. Thank you for your cooperation.

Inmate Processing Information

Intake: When an individual is arrested, they are brought to the jail, also known as the Pre-Trial Detention Facility for processing. The individual's processing (property inventory, booking, medical screening, and cell assignment) must be completed prior to being considered for release or visitation. Intake processing and identification clearance will be completed as soon as possible.

Release: When an inmate has been cleared for release, the inmate will be processed for release as quickly as possible. Sentenced inmates from prison will be transported to the jail for release. Sentenced inmates from Community Transition Center will be released from that facility. Release times at all institutions may vary.

Bond and Purge Information

Cash Bond: To place a cash bond you must bring the full amount of the bond to the public reception area of the jail. The bond must be paid by cash, certified or cashier's check (drawn on a local bank and subject to verification), or United States Postal Money Order made payable to the Office of the Sheriff. NOTE: A bonding agency may post a surety bond in lieu of a cash bond.

Surety Bond: To initiate a surety bond, a bonding agency must be contacted. Bail bond agencies are listed in the phone book or available via an Internet search.

Officers are prohibited from giving advice on selection of bonding agencies. The bonding agency will make the arrangements to have the individual released.

Purge Information: If an individual is incarcerated due to a civil charge, such as a Writ of Attachment, the judge may have set a purge amount. The purge must be paid rated individual to be released. The purge may be paid, during normal business hours, to the Domestic Relations Department, Room 107, located in the courthouse. After normal business hours, the purge may be paid at the jail. The purge must be paid by cash, certified or cashier's check (drawn on a local bank and subject to verification), or by United States Postal Money Order made payable to the Office of the Sheriff.

Inmate Mail, Money and Property

The Jacksonville Sheriff’s Office Department of Corrections is now delivering incoming inmate personal mail to each inmate electronically. All inmate personal mail normally delivered by the United States Postal Service (USPS) must be mailed to themain inmate mail processing center located at:

Once the mail is received at the Montgomery Correctional Center, it is scanned and uploaded into the inmate tablet system where it can be viewed by the respective inmate as a digital attachment.

***Inmatelegal mail will not be affected by this new processand must continue to be mailed to the facility in which the inmate is housed using the facility address information below.
***Authorized inmate mail, such as magazine, newspaper, and periodical/publicationsubscriptions and paperback books will not be affected by this new process and must continue to be mailed to the facility in which the inmate is housed using the facility address information below.

Mail - Mail addressed to an inmate must include the inmate's name, jail number, and the sender's name and address. A postal services officer will inspect all incoming mail for contraband. Mail that is packaged in boxes will not be accepted and envelope sizes cannot be larger than 9 ½” X 12 ½”. Envelopes that have been altered will not be accepted and will be returned to the sender.

Authorized Items Accepted Through the Mail - The only items accepted through the mail are legal and personal letters, post cards and reading materials. Reading materials are restricted as follows: magazines, newspapers and other periodicals/publications will only be accepted by subscription in the inmate's name. Paperback books must be mailed directly from Amazon, Books-A-Million, or Barnes & Nobles.Hardback books are prohibited at each site. Inmates are limited to four periodicals/publications and two paperback books in their possession. Excess reading materials will not be placed in an inmate's property. Excess reading materials can be mailed out by the inmate. If confiscated, excess reading materials will be disposed of as contraband.

Unauthorized Items – Items received through the mail that are not authorized by the facility will be considered contraband and the entire package can be confiscated for disposal. This includes, but is not limited to: photographs or facsimiles and computer generated reading materials downloaded from the Internet, regardless of content, are not authorized and will be confiscated for disposal. Items sent through the mail that can be purchased through commissary will not be accepted and will be confiscated for disposal. Most inmates housed at a Department of Corrections facility are issued institutional uniforms. Personal clothing will not be accepted for inmates housed at the jail or prison unless the inmate was arrested without clothing.

MONIES – The Department of Corrections utilizes a service known as, Access Secure Deposits which is intended to offer assistance to family members, friends, and loved ones in providing more ways to deposit money into an inmate's account.

Deposits can be made by:

• Via Internet access to a secure payment website
  • To deposit money into an inmate’s account via in the Internet simply visit the Access Secure Deposit website at www.inmatedeposits.com to set up a private account, with a private User ID and a personal password. The system will help manage deposits to specific to inmates, allowing receipt printing, and provide a history of deposited amounts by inmate and date. Payments made by one of the listed methods will be deposited into the inmate's account within minutes of the transaction confirmation, and may help eliminate delays in funds availability resulting from mail delivery, holidays or weekends.

• Toll-free telephone payments;
  • To make a payment via telephone please call 1.866.345.1884. This number is accessible 24 hours a day, seven days a week. Customer Service Representatives will accept deposits quickly and easily from Visa or MasterCard Debit or credit cards, and will provide specific confirmation numbers for deposit tracking.
• Kiosks are located inside the lobby of the jail, prison, and the Community Transition Center for your convenience where you can also make cash deposits.

Please note: The Department of Corrections staff will not accept cash, cashier’s checks or money orders for deposit into any inmate’s account through the mail or in person. All payments into inmate accounts must be made using the Access Secure Deposits system.

Inmates having no funds available will be provided with basic health and comfort items and writing material and the fee will be debited to their account resulting in a negative account balance. Debts will be collected whenever funds become available, including future incarcerations up to three years.

Work Furlough Inmates at the Community Transition Center - Authorized property may be delivered to the public reception area at the Community Transition Center during regular operation hours. Money and/or property will not be accepted during visitation hours at the Community Transition Center. No items will be accepted for inmates at the facility that can be purchased through commissary.

Prison Rape Elimination Act

It is the policy of the Jacksonville Sheriff’s Office to comply with the provisions set forth in the Prison Rape Elimination Act (PREA). This policy addresses the prevention, intervention, treatment, investigation, tracking and reporting of inmate/detainee sexual assault/battery and staff sexual misconduct/harassment.

We have a zero tolerance policy for incidents of inmate / detainee-on-inmate / detainee sexual assault / battery and staff sexual misconduct / harassment towards inmate / detainees. We will make every effort to provide all inmate / detainees with a safe, humane, and secure environment, free from the threat of sexual assault / battery and staff misconduct / harassment. As part of the orientation process, inmate / detainees are provided information regarding sexual assault / battery and staff sexual misconduct / harassment. Report of victimization can be made confidentially and/or anonymously, in writing or verbally. We accept any and all reports pertaining to sexual victimization, from inmates, staff, family, attorneys and/or any other third party person. All complaints of sexual assault / battery and staff sexual misconduct / harassment are thoroughly investigated by the appropriate authorities. Information regarding a sexual assault/battery or sexual misconduct/harassment shall be only disclosed to those who need to know for the purpose of investigation, decision making, and/or prosecution. The jail is located in downtown Jacksonville directly behind the Police Memorial Building. This facility houses pre-trial, federal, juvenile, state and county sentenced inmates.

Community Transition Center

The Community Transition Center houses county sentenced male and female inmates participating in the Work Furlough program and the Substance Abuse Treatment program (Matrix House) in addition to inmate workers assigned to this facility.
